STUDY: Cost of Non - Inclusion of Roma minority

The Open Society Foundation’s programs include various programs designed to improve the situation of marginalized groups including the Roma minority. In line with its mission it searches for new approaches that could start positive changes, it also initiates discussion and supports other organizations active in the field interested in solving these issues. “The Cost of Non-inclusion” is a pioneering study approaching the solution from the economic point of view.

The Roma minority is often mentioned in connection with financial losses and the futility of the efforts made to change the situation without any tangible results. We have decided to approach the problem differently. The Slovak study was inspired by similar studies made in Bulgaria and Hungary. We have modified the study’s methodology to our conditions. The goal of the study is to bring another point of view, expose losses that the society will incur as a result of the continuing non-inclusion of the Roma minority.

The study’s authors Anton Marcinčin and Ľubica Marcinčinová decided to address this complicated issue and provide data and research documents for further discussion among the expert groups, inspire new studies and documents that could lead to new public policies and better use of financing. The study was carried out with the financial support of foundation and in cooperation with the foundation’s employees, however, this had no effect on the professional views of the authors. The goal of the study is to provide basis for further professional discussions, new approaches and solutions.
